Budget Car Rental Introduce
For residents across Virginia, whether you're embarking on a business trip, a family vacation, or simply need a temporary vehicle while your own is being serviced, convenient and reliable car rental options are crucial. Especially for those flying in and out of the Hampton Roads area, airport car rental locations often serve as the first point of contact for transportation needs. This article will provide a focused overview of Budget Car Rental located at Norfolk International Airport, addressing its services, accessibility, and important insights from local customer experiences, aiming to offer a practical guide for fellow Virginians.
Understanding what to expect from a car rental service can significantly influence your travel plans and overall satisfaction. We'll delve into the specifics of this Budget location, providing factual information and incorporating actual customer feedback to help you make an informed decision for your next rental in the Old Dominion.
The Budget Car Rental branch in question is strategically located at 2200 Norview Ave, Norfolk, VA 23518, USA. This address positions it directly at the Norfolk International Airport (ORF), making it highly accessible for air travelers. For those flying into Norfolk, the rental counter is typically found within the airport terminal, often in the baggage claim area, providing a seamless transition from your flight to your rental vehicle. The proximity of the car lot to the terminal means a short walk, eliminating the need for additional shuttle services that some off-airport rental locations might require.
For residents living in Norfolk, Virginia Beach, Chesapeake, or other surrounding areas, the airport location is generally well-connected via major roads. This makes picking up or dropping off a car relatively straightforward, whether you're heading directly home after a trip or starting your journey from the airport. Its direct accessibility from major routes also benefits those traveling from further afield within Virginia, such as Richmond or the Peninsula, who might choose ORF as their flight destination.
Budget Car Rental, as a national brand, typically offers a standard set of services to meet various customer demands. At their Norfolk Airport location, you can generally expect:
Diverse Fleet Options: Customers can usually choose from a range of vehicle classes, including compact cars for fuel efficiency, sedans for standard travel, SUVs for more space and versatility, and sometimes minivans or specialty vehicles depending on the branch's inventory. This allows renters to select a vehicle that best suits their specific travel needs, whether for city driving or longer road trips across Virginia.
Flexible Rental Durations: Budget typically provides options for daily, weekly, and monthly rentals, accommodating various trip lengths and temporary transportation requirements.
Optional Ancillary Products: Services such as GPS navigation systems, child safety seats, and various insurance/protection plans are usually available for an additional charge, allowing customers to customize their rental experience.
"Fastbreak" Program: For frequent renters, Budget offers the "Fastbreak" program, which is designed to expedite the pickup process by pre-registering customer information. This aims to allow members to bypass the regular counter line and proceed directly to their vehicle. However, it is crucial to verify current requirements for this program, as discussed in the 'Features / Highlights' section below.
Fuel Options: Budget provides various fuel policies, typically including options to pre-pay for a full tank, return the car full, or have Budget refuel it for a service charge if returned less than full.
Based on recent customer experiences, there are several key features and points of consideration for those planning to rent from Budget Car Rental at 2200 Norview Ave:
Staffing and Wait Times: A recurring concern highlighted by customers is significant wait times, often attributed to understaffing. One customer recounted, "We waited an hour along with all the people you will see in my videos. They take your name and call you up to the desk. To say it was understaffed is an understatement." This suggests that renters, especially during peak travel times, should allocate ample time for the pick-up process.
Vehicle Condition and Allocation: There have been reports of issues with the cleanliness and mechanical readiness of vehicles. One review noted a rental car being "filthy when I picked it up" and having a very low tire. Another customer was "upgraded" to a vehicle described as "just under the size of a bus" when they requested a small SUV, indicating potential challenges in receiving the desired vehicle class, or a vehicle that meets expectations regarding size and condition.
Disputes Over Charges (Fuel and Cleaning): Multiple customers have reported disputes concerning additional charges. Specifically, there are instances where renters were charged for fuel despite returning the vehicle with a full tank, and attempts to levy significant cleaning fees for minor dirt, such as "a small amount of sand on the floor mats." This suggests the importance of documenting vehicle condition and fuel levels with photos or videos at both pickup and return to avoid unexpected charges. One customer explicitly stated, "Last year, they tried to stick me with a gas fee when I filled up right before returning... This year, not only did they try to pull the same crap... they are trying to charge me a $250 cleaning fee for a small amount of sand on the floor mats."
Customer Service Responsiveness: The reviews indicate a frustrating experience with customer service when issues arise. One customer mentioned receiving "nothing but wastes of time with their customer service." This suggests that resolving disputes or issues post-rental might be a challenging and time-consuming process for renters.

For locals in Virginia, particularly those in the Norfolk area or flying through ORF, Budget Car Rental offers the convenience of an on-airport location. While the brand typically provides a wide array of vehicles and flexible rental terms, recent customer feedback suggests that renters should exercise particular diligence. It is highly recommended to meticulously inspect your rental vehicle for cleanliness and mechanical issues upon pickup, document the fuel level, and take photos or videos of the car's condition at both pickup and drop-off to safeguard against potential disputes over fuel or cleaning charges. Additionally, be prepared for potentially longer wait times, especially during peak travel periods, and understand that resolving post-rental issues may require persistence. By being well-informed and proactive, Virginians can better navigate their car rental experience at this location and determine if it aligns with their expectations for service and value.

★ 5★ 4★ 3★ 2★ 1If I could give this zero stars I would. I travel weekly and this was the worst experience ever. To say it was understaffed is an understatement. We waited an hour along with all the people you will see in my videos. They take your name and call you up to the desk. They upgraded us to a vehicle just under the size of a bus when we asked for a small SUV and to top it off one of the tires was very low and it was filthy. I have to say Budget and Avis AWFUL. The other 2 car rental companies were getting people through very quick. Awful experience.
May 12, 2025 · MichelleI've rented from this location for years.Last year, they tried to stick me with a gas fee when I filled up right before returning. I had to waste my time calling in and sending them my gas receipt and photo of the gauge showing a full tank. This year, not only did they try to pull the same crap (claiming I returned 2 gallons short when again I filled up right before returning and have a photo of the gauge showing full while returning), they are trying to charge me a $250 cleaning fee for a small amount of sand on the floor mats. 5 minutes of vacuuming would have picked up my "excessive dirt".The vehicle was not only filthy when I picked it up, but the gas tank was also not full. I returned it better than when I picked it up, similar cleanliness level, more gas in the tank (full).I've received nothing but wastes of time with their customer service, and unless something changes quickly I won't be renting from Budget next year.
Jul 07, 2025 · Jonathan PierceIf I could give it zero starts I would. First I pre-paid for full size pick-up truck rental (with denial of all insurance coverage offered) ahead of time. When I arrived at the airport my rental was not ready but after a while they called me up and handed me keys and told me what parking space a Ford 150 truck was located in downstairs. After leaving and driving for over 30 minutes, I arrived at a toll booth and realized the driver's side window was not operating and was totally off track. Due to traffic and a wreck it took me about 45 minutes to get back to the airport. I told the attendent at the desk about my experinece and I was downsized to a Mazda CX-5. She acted like there would be some type of credit for the downsize. Also when I returned the rental car there was a total of $113 for loss damage waiver insurance charge added to my final bill. I have since talked with several representatives over the phone and all I have been credited is half of the additional damage waiver charge. They said said over the phone I agreed to be credited to half but why would I be charged for it when Iwas never asked if I wanted it and I denied all insurance coverage in my original pre-payment for the truck! Also you would think there were would have been some type of credit provided for the downsize of the vehicle and losing almost 4 hours on my trip due to being given a faulty truck that I had to return! Where is customer service and giving the customer the treatment they deserve! Me and several of my friends are about to retire and travel but Budget Car Rental will definitely not be getting my business. James Pittman
Jun 28, 2025 · Jim Pittman0/5 starsDO NOT BOOK.Booked a reservation 2 weeks in advance and have been currently waiting an hour (along with others who have gotten here an hour before me).An absolute disgrace that a business can be run like this.
Jul 06, 2025 · drew roqueI read the reviews and was scared but since my flight was scheduled to land at 11:30pm and Budget stayed open until 12:30 I decided it was my best bet. (Everything else closed at 12:00).There was no waiting, I was given keys in 2 minutes & on my way. I reserved an SUV but they handed me keys to a minivan - I decided not to make a fuss since other reviews said there were no cars available. I was just happy to have transportation! On my way to the van I did see other SUVs in the garage but the Toyota Sienna Hybrid I got was great! Roomy, great mpg, and clean.Return was fast and stress free. It was a great experience all around.
