We had to wait over 2 hours just to receive our vehicle — an unacceptable delay after a long journey.To make matters worse, the car we were given was in poor condition, with multiple scratches and impact marks clearly visible on the exterior. Even more concerning, it had not been cleaned prior to pick-up. The interior and exterior were dirty, which is simply not acceptable for a rental from a major company like Budget.During the rental period, we also discovered a screw lodged in the rear right tire. For safety reasons, we had it repaired at a gas station, which cost us $45. We believe this expense should be reimbursed, as it clearly reflects poor maintenance on Budget’s part.We documented the state of the car with photos and a video before leaving the JFK parking lot, anticipating that issues like these might arise.This experience fell far short of the standards we expect from a professional car rental service. We will think twice before using Budget again in the future.

This is a long review and please note that I very frequently rent from this location.The service that I received at the Budget Rental Car location at JFK Airport on May 12, 2025, is egregious, I reserved and pre-paid for an electric vehicle (EV) to be available at 7:30 AM. The experience I encountered was riddled with incompetence, blatant disregard for customer service, and ultimately, a fraudulent charge.Upon arrival and after locating the designated area for my vehicle, I discovered the car was dirty, scratched, had zero charge, and was blocked by another vehicle where a Budget employee was idly occupied with their phone. After returning to the counter for assistance, I was met with unprofessional and sarcastic behavior from two employees, one of whom I believe was named Jenny.Despite requesting to speak with a manager, I was instead offered another EV, a Genesis which, to my dismay, was also not fully charged (see screenshot). This further compounded the delay and frustration. After waiting an unreasonable amount of time, I contacted Budget Customer Service and waited for a manager to become available. By 8:45 AM, with a 10:00 AM appointment looming and still no resolution, I asked for a gas vehicle but was informed I would be charged an additional $20 per day ( I reserved and prepaid for two days). This proposition was unacceptable given the circumstances. A manager eventually arrived and claimed to investigate. The wait was excessive. Ultimately, I was given a complaint number by Budget customer service with which to call back to get a discount for the inconvenience I experienced. At 9:08AM, with my situation unresolved, I requested to cancel my reservation. As my cancellation was being processed, the manager finally produced a vehicle, requiring further delays for cleaning and charging.Upon returning the vehicle, I was appalled to be charged a $24 "upgrade" fee, upgrade, to what? Giiven the litany of issues I encountered, this charge is not only unwarranted but insulting. I demanded a full refund of this fraudulent charge. The level of incompetence, lack of professionalism, and unacceptable condition of the vehicles at this JFK location are a disgrace to the Budget brand.If you scroll through, most of the reviews are bad and watch your bill because they like to add extra charges.Budget, why are you not handling the horrendous service at this location?

Then I will add one more: I came to return the car today and arrived at the entrance of the budget car return location (there is no sign to remind you not to return the car here). There was a car parked diagonally at the entrance. No staff told me that I could not return the car here. It was not until I parked the car on the road, locked the car and walked into the parking lot and tried hard to find a working employee that I learned that I had to go to Avis Car Rental to return the car... The car rental experience was poor... There were various problems when I rented the car. The high-end model I wanted to rent was not available, and I was told that there were other models (I had already reserved this model a long time ago). After changing to a lower-level model, I was told that the rental fee was the same as the high-end model... (To put it bluntly, it tells you that you need to use the car anyway, and now there is no car you want to use, even though you have reserved it in advance, but it is not available. Changing to other lower-level models is not cheap either. The point is that I queued for more than an hour, and then it took another hour to handle the car problem. The car rental customers around me were angry that they waited too long). In a word, this company is my first and last time.(Just look at the photos and you will know how many drivers are unable to find a place to return their cars. I feel bad for them.)

The customer service representative went out of her way to accommodate us (two adults and four teenagers) when our flight got canceled two days in a row (American Airlines is a terribly bad company). Thanks to Budget, we were able to make the 300 mi trip on our own and meet our commitment in Norfolk VA.

I have to say I had a pleasant experience with Budget from the time I walked in the door. The representatives at the counter were very patient and they understood. I had a very long travel day. I ended up getting a very nice car, 2025 Volvo B5 and the process was very quick but…. it was Thursday evening.I have to say for the others that had bad experiences, I believe if you come on the weekend, it is very chaotic because when I returned my call on a Saturday I noticed that the line was very long.
